Perhaps Clemenceau’s most damaging legacy at Versailles was the issue of reparations. He had never been a finance minister and understood little about macroeconomics, but he understood politics and the French national sentiment. Clemenceau demanded reparations for the damage that Germany had done to France, and the reason for this was largely to placate the French population. Eventually the matter went to a reparations committee, and so was no longer directly influenced by the French Government, but the French had established a principal, that the reparations should be punitive, and that their purpose was to make Germany suffer. This would have serious destabilizing consequences for the future.
